About 4d Compliance

We bring nearly a decade of combined experience in affordable housing program administration, preservation, and finance, as well as intimate familiarity with government administration, procedure, and policy.

Our Mission

Our drive is to make Minnesota’s 4d/LIRC incentive understandable, accessible, and manageable for rental property owners.

4d Compliance is dedicated to handling the documentation, application, recertification, and ongoing requirements involved in obtaining and maintaining the 4d/LIRC property tax incentive for owners of affordable rental property in Minnesota.

Public programs can offer meaningful benefits while placing the burden of understanding their statutes, requirements, deadlines, and documentation on the people trying to use them.

Our role is to bridge that gap.

Our Value

Our services are based in:

  • our design, deployment, and leadership of Saint Paul’s 4d Program;
  • our direct responsibility for administering municipal and state housing programs; and
  • our intimate familiarity with development finance and rental-affordability regulations.

Our Commitment

Our work is designed around three commitments:

  1. Shared Understanding — we’ll make sure you understand your property’s 4d/LIRC status, requirements, options, and obligations at every step.

  2. Retained Control — we’ll provide the information and guidance you need while always leaving the final decision about whether and how to proceed with you.

  3. Complete Support — we’ll provide timely and complete filing, follow-up, record-keeping, and organization of the correspondence and documentation related to our work.

We know how much time and effort government housing programs can demand. Our role is to help you understand what 4d/LIRC means for your property and cut a path through the red tape with you.
