Privacy & Scope
Clear Boundaries for Information and Services
Site Operator
4d Compliance LLC, an independent consultancy based in Saint Paul, Minnesota, operates this Site and is responsible for its business use of inquiry information.
For questions about this notice or a privacy request, email info@4dcompliance.com or call 320-204-9917.
Information & Inquiries
The inquiry asks for your name, email address, property address and city, with a required acknowledgment that no sensitive records are included. Optional information includes an organization, telephone number, preferred contact method, approximate unit count, number of owners, program status, requested service, filing deadline, and a brief description.
Submitting the main form sends the information to Jotform, which processes and stores the submission and sends a notification to 4d Compliance LLC. A successful submission displays a receipt confirmation. Submission does not create a client relationship or guarantee eligibility.
The copyable-message fallback prepares a message on your device without submitting it. The business receives that message only when you send it by email, subject to delivery by your email service. The copy button uses your device’s clipboard when selected. Neither form accepts file uploads at this stage.
Do not include tenant income documentation, Social Security numbers, bank statements, pay stubs, or other sensitive tenant or financial records in the form or an initial email. Do not send payment-card or health records. Appropriate handling arrangements for any necessary detailed documents must be agreed separately.
Use & Service Providers
Inquiry information is used to evaluate the property and requested service, identify follow-up questions, communicate with you, define a potential proposal, and maintain the associated business correspondence.
The Site’s hosting and form providers may process technical information needed to deliver, operate, and protect their services, such as request, browser, device, and log information. Jotform hosts the inquiry form, stores submissions, and handles notification email under its Privacy Policy.
Your email provider and the business’s email and record-management providers process correspondence when you send it. Information may also be used or disclosed when needed to carry out an agreed engagement, obtain authorized professional assistance, or meet applicable legal obligations. Detailed tenant records are not needed for preliminary fit review.
This Site’s implementation does not add advertising pixels, visitor analytics tools, payment processing, or a sign-in feature. Hosting and form-provider functionality may involve technical storage or cookies under the providers’ applicable policies. External official-source links take you to sites with their own notices and practices.
Retention & Privacy Requests
Preliminary inquiries are retained for one year from submission. The Jotform inquiry is configured to move submissions to Trash after one year, with a further 30-day recovery period before permanent deletion. Engagement records, a legal hold, or applicable business, legal, accounting, insurance, or dispute-related obligations may require longer retention. This notice does not promise a particular deletion date for provider logs, backups, or email copies.
You may contact 4d Compliance LLC to ask about personal information held by the business or request access, correction, or deletion. Depending on applicable law, you may also have rights to receive a portable copy, restrict or object to processing, withdraw consent where processing relies on it, or complain to a relevant supervisory authority. Rights and exceptions depend on the law that applies to you and the information involved. Requests may require reasonable identity verification; do not send identity documents unless an appropriate method has been agreed. Information may need to be retained where a legal or other applicable obligation requires it.
Owners remain responsible for retaining their original program and compliance records. Consultant working files do not replace that responsibility.
Professional Scope & Engagements
4d Compliance LLC provides property qualification review, enrollment, program administration, recertification, compliance support, document coordination, record-management, and related advisory services for Minnesota 4d/LIRC matters.
It is not a law firm, accounting firm, tax-return preparer, appraisal firm, title company, brokerage, or property-management company. Services do not include legal advice, legal instrument drafting, tax-return preparation, general accounting, appraisal, title opinions or insurance, brokerage, or property management.
Program-specific expenditure accounting and title-record review are administrative services, not general accounting or a title opinion. Administrative coordination of documents, execution, recording steps, or a transaction does not replace the work of an attorney, qualified notary, title professional, accountant, appraiser, or other appropriate professional. Clients review and sign their own required certifications and retain the responsibilities identified in the written engagement.
Sending an inquiry does not establish a client relationship or automatically create a charge. Paid services proceed under an agreed written scope and property-specific pricing, including fixed fees or expressly agreed hourly work. Government and other third-party costs are separate unless the proposal expressly includes them.
Independence & Government Decisions
4d Compliance LLC is not Minnesota Housing, the City of Saint Paul, the City of Minneapolis, a county assessor, or another government agency. It is not affiliated with or acting on behalf of those entities.
Government entities retain authority over program admission, eligibility determinations, LIRC certification, property classification, compliance determinations, tax administration, deadlines, and other official decisions. No approval, enrollment, classification, certification, compliance determination, property-tax reduction, or other outcome is guaranteed.
The founder’s prior government experience does not create current government authority, endorsement, preferential access, or preferential treatment.
